Witness Location / Interviews / Skiptracing

Let alone Google, the Internet is replete with online "people finders."   Attorneys and legal professionals also have access to Lexis/Nexis, Westlaw and other private data aggregators with which they can do much of their own work in identifying, locating and skip tracing witnesses, parties, heirs, and others.   If you have tried to do this, you may have found that the costs of searching through commercial databases escalates rapidly while the information you find is either stale or just plain wrong.  When searching via Google or any of the many Internet sites available to the genreral public you may also have found that identifying the exact subject of your search amongst all the same named individuals can be confusing and costly. As information gatherers and online data aggregators continue to use cross-referencing software, much of the information available online has become intermingled and confused, further complicating your search, costing you both in time and money.

Do you Google?  The Google search engine continues to grow in popularity, and much of the information obtained is useful, valuable, accurate, and free!  However, Google search results, as with other Internet search engines, are neither exhaustive, complete nor properly indexed.   Most importantly, you always have the continuing problem of assuring that the results you find pertain to the actual person or business you are concerned with.

We have been using public and proprietary online databases since their inception.   Sorting through the huge amount of information now available requires a thorough understanding of the methods by which information providers gather and sort their information.  We maintain online accounts with hundreds of available databases, public and proprietary, and we access these sources at costs generally less than you must pay.  For many of the sources we use access is strictly limited and monitored, so you may not even be able to use these on your own.  We scrupulously adhere to the laws and rules governing access and use of information, including as directed by Graham/Leach/Bliley, the Patriot Act, the Federal Fair Credit Reporting Act, and others.  In addition, we maintain relationships with a nationwide and international network of document retrievers, abstractors and investigators to do the follow-up and confirmation work necessary which just cannot be done online.

In addition to helping you identify and locate your subjects, we can help identify and locate relatives, friends and business associates of those subjects.

Witness interviews are conducted only by our experienced investigators.  This includes our own staff as well as our direct affiliates in the United States and around the world.

Database / Data Aggregators / Internet Research

We have been using public and proprietary online databases since their inception.   Sorting through the huge amount of information now available requires a thorough understanding of the methods by which information providers (also known as information aggregators) gather, sort and index their information.  We maintain online accounts with hundreds of available databases, public and proprietary, and we access these sources at costs generally less than you must pay.  We maintain direct access accounts with public and prroprietary data sources which strickly limit access, so you may not even be able to use these on your own.  In addition, we maintain relationships with a nationwide network of document retrievers, abstractors and investigators to do the follow-up and confirmation work necessary which just cannot be done on-line.

Internet sources proliferate on a daily basis.  Google, Yahoo! and other search engines continue to expand both in content and sorting abilities.  Social, business and professional networking sites maintain vast amounts of information.  Although you may care to conduct research on your own, you will probably find that, given the value of your time, and realizing that we have years of experience in working with information sources, it is simply more efficient and fruitful to work with us in conducting information research.

COURT AND GOVERNMENT AGENCY CLERICAL / E-FILING

Harlin Parker is an approved e-filing agent for all civil cases for all New York State courts which provide for e-filing.  Note that for each attorney for whom an agent provides e-filing service, that attorney must still have a personal e-filing authorized ID.

ASSET LOCATION / JUDGMENT COLLECTION

Asset location goes hand in hand with judgment collection.  There are numerous federal and state laws and regulations which address how our investigators may search out and locate assets, whether belonging to a company or an individual.  We adhere strickly to all of these laws and rules, including the Graham/Leach/Bliley Act, Patriot Act, and the Fair Credit and Reporting Act.  We use a variety of investigative methods to identify and locate assets, including searches of public and proprietary data sources.  We search for hard assets such as real property and motor vehicles.  We search for soft assets including business interests, mortgagee and secured party interests.  We search for assets often overlooked, including patents, trademarks and government let contracts.

  • Due diligence associated with business formations or acquisitions
  • Due diligence associated with proposed settlements of civil disputes, including lititigation
  • Confirmation of asset claims

PRE-LITIGATION PROFILING

As you are preparing for any litigation matter, you may want to have a better understanding of your potential defendants or other parties.  Do you know the full and complete legal name?  For any business entity, do you know the proper legal structure and do you know the original state or country of origin?  Perhaps most importantly, do you have a reasonable understanding as to whether any of your potential defendants will be able to pay a judgment entered in favor of your client?  Use our pre-lititgation profiling to search and identify:

  • The legal name and location of defendant
  • The legal structure of jurisdiction of corporations, partnerships and other business entities
  • Other people and other businesses associated with or affiliated with defendant
  • Judgments, liens and prior civil litigation filed against or in favor of defendant
  • Criminal convictions
SURVEILLANCE

Whether at a residence, business location, or in public areas, surveillance is an investigative operation that must be considered and executed appropriately.  It is vitally important to conduct surveillance in civil matters in accordance with pertinent federal and state laws.  The men and women we assign to these tasks are licensed and bonded in the jurisdiction where surveillance will be conducted.  Even more importantly, they are experienced in these operations, generally retired officers from various law enforcement agencies where surveillance was a regular part of their jobs.
